A lay delegate must be a lay person who is a member with the leadership qualifications (2016 Wesleyan Discipline:260-268; 2016 Wesleyan Discipline:558) of a local church in the district represented, both at the time of election and at the time of the General Conference (2016 Wesleyan Discipline:327:3).
