- ((5) Duties and Powers. The International Board shall have full authority to act on behalf of The International Conference in the interim of its sessions. It shall fulfill special assignments and transact any and all business referred to it by The International Conference, exercising all the normal duties and powers of The International Conference, except that the International Board may not conduct any business requiring more than a majority vote of The International Conference nor amend any standing rules of The International Conference. The International Board shall set the agenda for The International Conference. It may meet in person or by means of telephone or video conferencing, internet conferencing, or other technologically-enabled means. The International Board shall meet at the call of the chair and the agenda shall be set by the chair.
