- (7) The Eastern New York/New England District shall include that part of the state of New York which is north and east of the Central New York District, bounded on the south by a line beginning on the New York-New Jersey state line at the Hudson River and continuing eastward to the southwestern corner of Connecticut; and shall include the states of New Hampshire, Vermont, Massachusetts, Connecticut, and Rhode Island.
