5218. The district board of review shall organize itself, elect its own officers, and keep complete records of all proceedings (cf. 5056). The board shall also be authorized to cite any member(s), minister(s) or local church(es) to appear and to testify (5036–5038). The records of the district board of review shall be placed in the custody of the district superintendent.
